International Money Orders

When I went to get an international money order from the post office to send to the Registry office in Cuggiono, Italy, I was told the post office only sold authorizations to issue an international money order which then needed to be sent to an address in St. Louis. So now I have the authorization, but I don't know where to go from here. Do enclose an envelope addressed to the Registry office or is that included in the $8.50 fee they charged? What about a self-addressed envelope. I would appreciate any help. Thank you. Tonetta
